The Collaborative Strategy of Total Quality Management and School Governance to Improving Effectiveness of Vocational School-Based Enterprise

The study aimed to design a strategy increase vocational school-based enterprise effectiveness by implementing school governance (SG) and total quality management (TQM). is quantitative research using the Analytic Hierarchy Process (AHP) approach determine appropriate followed Interpretative Structural Modeling (ISM). subjects involved seven experts from Director of Vocational High Schools Ministry Education Culture Indonesia, principal School DKI Jakarta East Java Provinces, representatives Indonesian Home Affairs, practitioners enterprises, NGOs Care for schools, industry practitioners. finding that strategic plan model increasing management’s must begin with improving human resources. This strategy’s implications are summarized in matrix called Effectiveness Strategy Matrix, introduced as ES2 Matrix. based on implementation (TQM).
